The advantages to the reset everything is that you don't know how your styles will render under different browsers so negating everything first then building from scratch seems to be the best approach. It does seem like a "crowbar" approach but I'm a control freak when it comes to the UI and I want to reasonably predict how everything will render (to whatever extent that's possible).
